読解のポイント

比較の than では繰り返しの動詞が省略される
more A than B の than の後ろは、主節と同じ動詞が繰り返しになるので省略されます（than (it invested) in defense）。

and の後ろのカンマは「動詞の抜けた跡」
and private companies, more … のカンマは、省かれた動詞（invested）の位置を示す目印。「ここに invested がある」と読み替えます。

復元は「前の節と同じ型を当てはめる」
前の節（S invested more A than B）の型を後半にそのまま当てはめると、省略が補えます。
