no more than ＝「わずか〜」／not more than ＝「多くても〜」
no more than は only の気持ちで少なさを強調、not more than は at most（多くても）という単なる上限です。

no less than ＝「〜も」／not less than ＝「少なくとも〜」
no less than fifty ＝「50も」（多さへの驚き）。not less than は at least（少なくとも）です。可算名詞では no fewer than も使われ、意味は no less than と同じです。no less A than B なら「B に劣らず A」です。

基本の型は「no ＝ 差ゼロの強調、not ＝ 客観的な限度」
no 比較級は「差がゼロ」という話し手の評価（驚き・強調）、not 比較級は事実の範囲を示すだけ。この軸で4表現を一気に整理できます。
