no / not を使う比較の中心は、事実の否定と感情的な評価を分けることです。
not more than は「それ以上ではない」という客観的な上限です。一方、no more than は「それだけしかない」という少なさへの気持ちを含みます。

not more than は「それより多くない」という客観的な上限を表します。
not more than ten minutes は「多くても10分」です。話し手の驚きより、数値の限度を示す表現です。
no more than は少なさの強調
no more than は「わずか〜」「〜しか」を表します。
He had no more than 500 yen. は、500円という金額を少ないと見ている表現です。only に近い意味になります。
not less than と no less than
not less than は「少なくとも」という下限を表します。

no more A than B
no more A than B は、「Bでないのと同様にAでない」を表します。
A whale is no more a fish than a horse is. は「馬が魚でないのと同様に、クジラも魚ではない」です。A も B も否定される感覚です。
no less A than B
no less A than B は、「Bと同様にAだ」という肯定的な同等性を表します。
He is no less diligent than his brother. は「彼は兄に劣らず勤勉だ」です。no more A than B とは向きが逆になります。

no better than, no more useful than のような形は、「同じくらいしかない」「大差なくよくない」という低い評価を表すことがあります。
