読解のポイント

否定の副詞（語・句）が文頭 → 倒置（疑問文の語順に）
Under no circumstances / Never / Little など否定の副詞（語・句）が文頭に出ると倒置。〈助動詞 ＋ S ＋ …〉を〈S ＋ 助動詞 ＋ …〉に戻します。

nor / neither が文頭でも倒置
nor / neither が文頭でも倒置し「そしてまた〜ない」と否定を重ねます。

no ～ を「not … any ～」に書き換えると自然
under no circumstances → not … under any circumstances。倒置は強調のための語順で、意味は普通の否定文と同じです。
