very や himself のような見慣れた単語が、いつもと違う場所に現れたら要注意です。筆者がそこに力を込めた印であり、設問にも絡みやすいポイントです。下の英文には、そうした強調が3つあります。

読解のポイント

名詞の直後の oneself は「〜自身が」の強調
The mayor himself ＝ ほかならぬ市長自身が。目的語の再帰代名詞（hurt himself）とは働きが違い、消しても文が成立します。

the very ＋ 名詞は「まさにその〜」
この very は副詞（とても）ではなく形容詞です。the very policy ＝ まさにその政策。直後の名詞を一点強調します。

not … at all は「全く〜ない」——at all が否定を強める
had not helped them at all ＝ 全く助けていなかった。at all は否定文で否定を最大化します（疑問文では「そもそも」）。
